This module focuses on the insight into transformation in Higher Education in South Africa.
Historical Overview of Higher Education in South Africa
Historically South Africa was a racially segregated country
Apartheid was the daily bread blacks and whites did not belong in one place
White minorities were far superior to the black majority.
Whites had the privileges of having almost everything, better education as opposed to blacks’ Bantu education.
White universities had better resources and only whites were admitted.
In the dawn of democracy in 1994 things had to change.
That change is known as the transformation
The transformation in higher education in South Africa
The constitution Act 108 of 1996 guaranteed equal rights for all four main racial groups (white, black, Indian and coloured people).
To ensure that, the Bill of Rights was adopted into law.
Policies of Transformation in Higher Education in South Africa
Policies were developed to address the past injustices of apartheid.
The constitution of South Africa is the core of transformation.
These are mostly known as policies of transformation in higher education.
Language policy
Everyone has the right to receive education in the official language or languages of their choice in public educational institutions
Education White Paper: a program for the transformation of Higher Education 1997
The White Paper outlines the framework for change,
the higher education system must be planned, governed, and funded as a single national coordinated system.
This will address the inequality and inefficiency which are the legacy of the past,
Further education and training colleges amendment bill
Address the issue of appointment qualified personnel to lead transformation in colleges
Establish a student representative’s council and funding model.
Green paper (2012)
Addresses the equal access to higher education institutions
Free Education as a transformation model.
The Fees Must Fall movement was trying to address equality and past injustices through free education for all.
The question remained: Is free education for all practical? Can our government afford it?
