Offline jupyter notebook allows one to use a notebook without any internet connection, except for installing python packages.

atleast you need to know any programming knowledge like c++, python, java
just basic knowledge on programming knowledge can be helpful

yes, atleast 2gb ram is must to run a opencv.
(opencv doesn't required a gpu, it's always run based by your processor / ram)
